About the Role

For the York and North Local Enterprise Partnership, our LEP Chair plays a key role in providing visible leadership in driving the growth of our region’s economy. Our vision, for recovery from COVID-19, laid out in our Local Industrial Strategy and in our ambitions for Devolution, is for a greener, fairer, stronger economy for our residents, businesses and communities. Our LEP Chair must lead and develop an effective and dynamic LEP Board to accelerate opportunities for innovation and change across the region.

By working together we can ensure that York & North Yorkshire is in the Government’s vision at all times, whilst representing business at ground level. Our LEP Chair must be passionate, getting to the heart of businesses and communities, ensuring that the strategies and plans we form make a better practical reality for those who live, work and visit in the region.

Collaboration starts within. It is the Chair’s role to keep a strong working relationships and foster a spirit of collaboration with our two Deputy Chairs and SubBoard Chairs, keeping a close watching brief on investment and performance. Our LEP Chair will lead a high performing main Board and understand the crucial role of capable and motivated leaders for the Sub-Boards. To drive a collaborative culture, our LEP Chair must have an explicit understanding of the power of partnership and carry exceptional skills in this area. The Chair will build productive relationships and ensure that all members of our highly skilled team of Board members are empowered to contribute effectively.

This culture of collaboration and empowerment extends to the LEP Secretariat, wider LEP team and the LEP Chair’s role in the line management of the COO. The Chair will form a crucial link between the Board and LEP staff. Creating greater connections between these groups will be helpful to realising a shared purpose.

Both investment and strategic decisions made by the Boards must ensure that the priorities of the LEP, deliver good growth and prosperity across the whole LEP area. Our LEP Chair will maintain a clear and informed view of the strengths, weaknesses, opportunities and threats facing the regional economy. In doing so they will oversee the development and delivery of strategy and work programmes which will address the key priorities laid out in the COVID Economic Recovery plan, Local Industrial Strategy and Devolution ambitions.

An ability by our LEP Chair, to demonstrate a clear understanding of and commitment to inclusion and diversity, is essential to address the key priorities in a way that will deliver inclusive economic growth and take account of the different economic needs and opportunities across the region.

Leading a public/ private partnership, our LEP Chair will be motivated by service, with due respect to the public purse and uphold the highest standards of governance and transparency. The LEP Chair will adhere at all times to high standards of ethics and governance in public life, uphold the Board Code of Conduct and exemplify the LEP Diversity Policy.

Leadership. Influence. Advocacy. Profile.

Our LEP Chair will actively seek to promote the interests of the LEP in high level negotiations with key influencers in government and business circles, with the broad aim of securing investment in the region and, should the region secure mayoral status, be motivated and proactive in working closely with and elected Mayor.

Through a visible public profile, the LEP Chair will create and carry out opportunities to champion the LEP and its priorities. They will also promote the work of the Board, its objectives, outcomes and results to relevant partners, organisations, networks and business organisations, engaging in regular consultation opportunities.

The LEP Chair will also drive forward the deployment of Board members into appropriate portfolio roles and ensure that Board Members play an active role in driving forward the LEP agenda.

Of particular importance is our LEP profile within the NP11 and LEP Network, as well as the briefing of MP’s and Peers in the challenges, priorities and ambitions for our region.
